Tsunade assigns Anko, assisted by Naruto, Shino, and Ino on a mission to kill the sea devils bothering the people of the water country. The Hokage knows that Anko once worked with Orochimaru and wishes to recover her erased memories. When the group reaches the shore, Anko’s cursed mark stings and she remembers being with Orochimaru there before. In the water country, they meet a girl which was rejected by the people. She was confronted by two men but Naruto came to her rescue. The group then rode a boat to find the sea devils. In the middle of the ocean, two ninjas attack them. In the fight, Naruto was beat up and passes out. In the bottom of the ocean, the girl she helped rescues him.

Ayame, the ramen shop owner’s daughter was abducted by food ninjas. The ransom was to cook the best ramen for them. But the owner’s recipe wasn’t good enough, and he passes out from exhaustion. Sakura, Chuji, and Naruto then offered to help make the noodles for him. The next day, they went to meet the food ninjas but were not confident enough to make the noodles. But Naruto had a good idea. He mixed the ingredients for the noodles evenly using his rasengan. Sakura uses her fist to punch the noodles instead of kneading them. Chuji extends his arms to stretch the noodles into strands. The owner then finishes the soup and impresses the food ninjas. Ayame is released but she was a lot fatter. So the owner makes a new diet ramen.

Kuchio uses an illusion on Naruto and slowly pulls him down the water. But Zima shouts his name and he revives. Kuchio then throw stars at him but Zima saves him. Kuchio attacks with a wave of water knocking out Naruto. At the bottom of the Lake Naruto sees an image of Saji telling him to protect Toki and tell her to revive Bird Country, and to look on to the future. Naruto then jumps at Kuchio who jumps back to avoid him. Naruto unties Toki and tells her about what her brother said. Naruto then defeats Kuchio with shadow replication and hitting with a 5 hit combo.
